Retired Lieutenant General Joe Nathan Ballard was the Commanding General of the U. S. Army Corps of Engineer and an entrepreneur. The son of sharecroppers, he attended Southern University majoring in Electrical Engineering. He later got is M. S. degree in engineering management after joining the Corps of Engineers. After retirement, he moved to Davidsonville, MD.
