Herbert was born in Lothian on January 4, 1926, to Herbert and Mary Woodfield Moreland. He attended Southern High School and enlisted in the military at the age of 18. He was a WWII combat veteran, a surveyor with the 292nd Field Artillery Observation Battalion. He served in France and Germany during the war and was among the first group of servicemen to enter the Dachau Nazi Concentration Camp after the liberation.
